In the context of Philip Morris's determined defense against the EPA's ETS Risk Assessment, the terms ETS Group and ETS Team may sometimes be interchangeable, and sometimes different.

  • In general ETS Group refers to a few dozen well-corrupted independent scientists who were paid retainer, or via grants, to provide support for the tobacco industry. This generally refers to them reading the literature, talking to associates, attending conferences, and reporting back to their handlers.
  • The term ETS Team generally referred to the inhouse staff and a few lobbyist contractors, who were designing and implementing the strategies and tactics to undermine the EPA's risk assessment process. The were involved in organising, collating information, and feeding the media in various ways, and at a higher level in outright bribery of politicians and bureaucrats.

The ETS Group of scientists appears to have been assembled as a vague 'collective' (capable of supporting each other in scientific disputes, hearings, etc) and of peer-reviewing favourably each other's studies. In some cases they also controlled publication in scientific journals. The McGill University ETS Symposium mounted by the Corporate Affairs division of Philip Morris seems to have been the trigger for the formal creation of the ETS Group.
