The Fair Competition Coalition was a "joint effort of thirty-eight trade industry trade associations to advocate for fair and consistent policies in support of public-private competition" and the President's Management Agenda. [1]

Industry organizations included the United States Chamber of Commerce.

About the Coalition

The Fair Competition Coalition was described as "a broad-based national coalition of key industry groups formed to champion a process stressing that the federal government compete its commercial activities in a manner that is fair, based on generally accepted cost accounting principles, and results in meaningful savings to and streamlining of the federal government." [2]


The Coalition was led by Renée Courtland, a Senior Associate at Dutko Worldwide. Prior, Courtland "served as the senior political aide and policy analyst in the acquisition policy shop within the White House's Office of Management and Budget [where she] played a lead role in the oversight of large and interagency contracting vehicles in the areas of telecommunications and information technology. Another major area of focus for [Courtland] at OMB was driving policy and implementation for public-private competitions known as A-76 or competitive sourcing. ... Prior to OMB, Renée wore multiple hats while working in the Office of the Administrator at the U.S. General Services Administration." [3]
