The Leadership for the New Century was a liberal-oriented think-tank that sold its services to the tobacco industry. It was originally known as the New Popularist Forum then later it either acquired a subsidiary or an alternate name, Leadership 2000. The Tobacco Industry paid the organisation $2,500 a month back in 1989 and complained that they needed supervision to "be assured that the organization is on track and meeting its original commitments".

It was linked through David Wilhelm (sometimes Chairman of the Democrat National Convention (DNC) to the Citizens for Tax Justice which was also control by Wilhelm. He als owne a lobby group
