Towers Perrin is a consulting firm that focuses on "effective people, risk, and financial management".

When Philip Morris introduced their PM21 campaign to remake its identity as a more caring company that's not just about cigarettes, they turned to Towers Perrin to develop a FIRESTORM plan for media relations, encompassing a speakers' bureau, coordination with the entire network of right-wing think tanks, coordinated announcements with major food banks and conservation groups, an "Advertising task force" and "Internet surveillance". According to the presentation, the Towers Perrin team 'coordinated "reaching out" to specific "constituent" and "ally" groups' (sarcasm quotes in original).
